SPOILERS for Watching You by Lisa Jewell I think they were alluding to it being Viva (Rebecca's sister) but I couldn't tell if that meant that Tom had killed her like was suspected or Nicola had or what the hair meant. Since the book mentions they Nicola never did her own dirty work, I think she baited viva into the meet, cut off her.
